1 绪论1.1青海省乡镇政务公开改革的背景及意义1.1.1 选题的背景为了使乡镇政务公开工作能够顺利、科学的进行，进行乡镇政务公开已成为一种不可推卸的责任。 政务公开制度是现代民主国家的一项基本制度,是现代民主政治发展的产物.随着我国社会主义市场经济体制的逐步建立和民主制度的不断完善,政务公开制度已得到高度重视,政务公开工作也逐渐在乡镇政务公开中开展而来。这篇论文从乡镇政务公开的实际情况出发,分析、总结和解决大通县乡镇政务公开存在的问题及对策分析。这一开展对如何完善大通县政务公开制度提出了相关的对策级分析的分析。本文由四个部分组成。第一部分介绍了政务公开的内涵,分析了政务公开的内涵、起源和理论依据。第二部分介绍了我国实施政务公开的必然性和意义,重点阐述了政务公开对推动我国政治经济发展和民主法制建设,促进我国行政体制改革,顺应经济全球化、信息化、市场化与民主化发展潮流的重要意义。第三部分阐明了我国政务公开的现状和存在的问题。这部分主要从我国政务公开制度推行的背景和现阶段我国政务公开的内容和形式入手,并从思想认识、政务公开的内容、形式、程序、监督方式等五个方面分析了现阶段我国政务公开制度所存在的种种问题。第四部分针对当前存在的问题提出了相关对策。主要涉及转变观念意识,强化政务公开意识;完善政务公开法制化;建立健全政务公开的监督制度;发展电子政务,加强政府信息技术建设四个方面。[1]。
