本篇论文目录导航:  【题目】政府部门环境危机公关能力探究  【第一章】环境危机政府公关模式分析绪论  【第二章】环境危机公关相关理论  【第三章】政府环境危机公关问题分析  【第四章】国外政府环境危机公关经验借鉴  【第五章】广州市政府雾霾危机公关案例分析  【第六章】政府环境危机公关的策略研究  【参考文献政府应对雾霾危机公关实践研究参考文献    中文摘要      自 20 世纪末起,人类就已经进入风险社会.自然灾害、恐怖袭击、公共卫生等一系列突发事件对政府危机管理能力提出了挑战。面对环境危机,采取怎样的公关策略和公关手段是政府化解危机问题的关键点。政府公共环境危机公关的成功与否往往成为判断一国政府执政能力的标准。政府作为公共利益的维护者应该树立怎样的公关理念、采用何种方式与社会公众沟通交流以降低环境危机事件对我国经济的损害,实现转危为机,这仍是政府环境危机公关领域的难题。本文在研究过程中采用案例研究法、文献分析法、对比研究法等定性研究方法,从政府公共关系、危机管理角度对国内外学者在政府环境危机公关方面的相关文献进行归纳总结,并以危机管理理论危机公关 5S 原则和信息不对称理论政府环境危机公关的核心概念为支撑框架,分析我国环境危机公关的现状及存在问题,探寻政府环境危机公关问题背后的制度性因素。以广州市雾霾危机公关案例详细剖析广州市政府在面对雾霾危机时所采取的公关措施,笔者对其环境危机公关上的优势与不足进行评价总结,并对比借鉴美、日、英三国政府环境危机公关的成功经验,寻求我国政府部门在环境危机方面与公众、媒体、社会组织的信息共享、支持合作的最佳方式,从而构建具有普遍性意义的本土化环境危机公关策略。    关键词:环境危机政府危机公关;雾霾    ABSTRACT    Since the end of the 20th century, humans have entered the risk society. Naturaldisasters,terrorist attacks, public health and a series of emergency pose challenges to governmentcrisis management ability. Faced with the environmental crisis, taking what PR strategy and publicrelations is the key point of the government to resolve the crisis. The success of the governmentpublic relations in the environmental crisis often becomes the standard of judging a government'sruling ability. Government as defenders of the public interests should establish the way to definethe connotation of public relations, and how to communicate with the public to reduce the damageof environment crisis on China's economy, to turn the crisis into an opportunity , which is still aproblem in the field of the government public relations in the environmental crisis. In this paper, aseries of qualitative research methods have been adopted , such as case study method ,literatureanalysis, comparative study method, etc., and This paper summarizes the related literature underthe perspective of government public relations, crisis management on domestic and foreignscholars research in the related field, and according to the theory of crisis management, 5S PRcrisis principles , the theory of information asymmetry and the core concepts of government PR inthe environmental crisis as the supporting framework, analyses the current situation and existingproblems of environmental crisis PR, to explore the institutional factors behind the government'senvironmental crisis PR problem. This paper is based on haze crisis PR in guangzhou government,the author summarizes the evaluation of their strengths and weaknesses on the environmentalcrisis PR, and drawing lessons from the United States, Japan, Britain and contrast the successfulexperience of the three country, seeking the best way for Chinese government in the aspect ofenvironmental crisis with the public, media, social organization of information sharing, to supportcooperation, universal significance to build a localized environmental crisis public relationsstrategy.
